Hello, everyone! ^.^ I finally got my first tutorial request, for the set of Bleach icons I posted earlier today. So today I'm going to teach you how to make an icon with a pinkish hazy effect and stuff.
This tutorial is written for Paint Shop Pro, but it should be easy to adapt to Photoshop.

We're going to be making this icon:
So, we're starting with this base of Ichigo from Bleach:
I'm assuming that you know how to crop, sharpen, enhance, and otherwise prepare a base image, so I'll skip that part.
Next, draw in a fat white stripe with the preset shape tool:
Later on, we'll be adding a text brush to this stripe.
Add a new layer (unless otherwise specified, all new layers are to be placed on top of all existing layers) set to Hard Light at 70% opacity using this texture (made by me):
And you'll get something like this:
Now this is far too bright, and you kind of lose Ichigo amidst all of the yellows and oranges. So the next step is to add a black layer set on Hue (Legacy) at 50% opacity. (On Photoshop, I believe this is equivalent to a desaturation layer. Correct me if I'm wrong, please. It's been awhile since I last used Photoshop...)
We get something a lot less garish:
Now we go back and add the text brush to the white stripe. You can add it to a new layer or place it on the same layer as the stripe; it doesn't matter. We could have done this back when we made the stripe, by the way, but I stuck it here just for kicks.
The text brush I used is the following, made by me:
As a final step, we add this gradient (PSP default):
Set on Screen mode at 100% opacity.
And here's the finished product!
